PUBLIC CONSULTATION IN LHEP ON 17th APRIL 2010

As a part of Corporate Resettlement & Rehabilitation strategy a public consultation meeting with two panchayats, namely, Bindla and Chebri was organised at Luhri Hydro Electric Project, Sunni on 17th April 2010. In the meeting 13 villagers including Pradhans of Panchayats Bindla, Chebri and representatives of Jan Kalyan Samiti, village Lunsu were present. From SJVN Limited side Sh. Avinash Kumar- General Manager (Project), Sh. Mukul Tirkey-Addl. General Manager (Personnel), Sh. R.C. Chopra – Sr. Manager (Project Planning & Monitoring), Sh. M. Thakur – Sr. Manager (Procurement), Sh. Baljeet Singh- Manager (Personnel), Sh. Sarvesh Meena-Executive Trainee (Resettlement & Rehabilitation) and Sh. Awadhesh Prasad- Manager(Resettlement & Rehabilitation) from Corporate Office were present.

At the outset the General Manager (Project) welcomed the villagers and Addl. General Manager (Personnel) apprised them of the objective of the meeting including the details of private land being acquired for the project. Then the concept of the project proponents was explained to the villagers by Mr. Chopra, Sr. Manager (Project Planning & Monitoring). The corporate Resettlement & Rehabilitation policy was explained in detail by Sh. Awadhesh Prasad, Manager(Resettlement & Rehabilitation). They were explained about various categories of the Project Affected Families and eligibility criterion for various Resettlement & Rehabilitation entitlements and benefits. The villagers were made aware of the compensation for land, structures, Resettlement & Rehabilitation benefits, social support and several entitled deliverables to them. The villagers seemed to have understood our presentation and viewpoints.

The meeting was held in a conducive manner and all the villagers assured to extend due cooperation. Sh. Baljeet Singh , Manager(Personnel) moved vote of thanks.

Sh. R S Katoch, Director (Personnel),SJVN Limited on 5th June 2010 visited to villages likely to be affected by Luhri Hydro Electric Project-775 MW (HP) being executed by SJVN limited. He was associated with Sh. D Sarveswar, Dy. General Manager (Personnel), Sh. Ravi Uppal, Sr. Manager(Monitoring), Sh. Awadhesh Prasad, Manager(Rehabilitation) from the corporate office Shimla and Sh. S K Sharma, Adl. General Manager(Civil), Sh. Mukul Tirkey, AGM (Personnel) ,Sh. KK Taman, DGM(Electrical), Sh. Rakesh Singh, Manager(Environment), Sh. Baljeet Singh, Manager (Personnel) ,Sh. SK Meena, Engineer(Rehabilitation) , Ms. Neha Gupta , Officer(Personnel) and Sh. OP Negi, Land Acquisition Officer from the project .

The objective of the village visit was to make the local people aware of the impact of Luhri project and sharing of their views and expectations. The team visited village Marola, in Panchayat Bindla, District Mandi and village Lunsu, in Panchayat Chebri ,District Shimla. Sh. I R Sharma , Panchyat Pradhan , Chebri alongwith Head of the Panchayat Committee Sh. Sharma and a large number of villagers participated in the village meeting. Sh. R S Katoch, Director (Personnel) and other officers explained the villagers about the Luhri project proponents and its lay out. The villagers queried about the issues like land acquisition, area development, resettlement & rehabilitation, benefits generated from the projects etc.

The villagers also put forth their some expectations like employment opportunity, health facility, water facility, education facility, skill development of local youth etc. Director (Personnel) replied to their queries. The day of the meetings 5th June being World Environment Day, Sh. R S Katoch, Director(Personnel) distributed plant saplings amongst the villagers to celebrate the day. The villagers assured to extend their cooperation for construction of the Luhri project. The meetings in the both villages took place in a friendly environment and in the spirit of mutual cooperation.

Public Consultation process in LHEP continues
Similar public consultation meetings in the project affected panchayats have been conducted in Kot and Firnu villages under Tewan and Sarahan panchayats on 08.10.2010, Jashi and Bharara villages under Karyali panchayat on 26.11.2010, Jhunjan village under panchayat Mogra on 30.11.2010 and Talah village in Vanahari panchayat on 30.11.2010. The project authorities explained to them about the land acquisition process and benefits available to them under SJVN R&R Plan. these issues were explained to them in detail. Community Development programmes in the area under LADC were also discussed in the meetings. Meetings were held in very co-ordial atmosphere and the villagers assured full co-operation to the project.

Public Consultation Meeting in Village Ogli
About 05 hects. private land in Ogli village under Ogli panchayat in tehsil Sunni, Shimla is under acquisition for the purpose of approach roads and dumping sites. Acquisition process has reached up to section –VII. A public consultation meeting with the people of the village was held in Panchayat Bhawan on 25.11.2010. A large number of project affected persons attended the meeting. Panchayat Pradhan, Up (Vice) Pradhan and Secretary, Panchayat were also present. SJVN team from LHEP comprised of AGM (P&A), Sr. Manager (PP&M), Manager (P&A), Manager (Infra) and Engineer (R&R). At the outset, AGM (P&A) explained the project activities and land acquisition process in the area followed by detailed narration of R&R scheme. The villagers assured that the enumeration of the trees by HP Forest Deptt. in the area which was stopped due to some mis-understanding may be re - started with the prior intimation and knowledge of the concerned owners. Meeting was held in a very co-ordial atmosphere and the villagers assured full co-operation to the project.

Public Consultation Meeting in Parlog Panchayat
A public consultation meeting with the residents of village Parlog under Parlog panchayat was held in the Panchayat Bhawan on 06.09.2010. From SJVN side, Sh. Mukul Tirkey AGM (P&A), Sh. Baljeet Singh, Manager (P&A), Sh. Vikas Sharma, Manager (Infra), Sh. Pradeep Rawat, Sr. Engineer (Civil), Sh. Vasu Dev Sharma, Engineer (Civil) and Sh. Jagtar Singh, A.E. (Civil) were present. Prominent persons from amongst the panchayat who attended the meeting were Sh. Rama Nand, Panchayat Pradhan , Sh. Karam Dass, Sh. Hem Raj, Sh. Lal Chand and Sh. Jagdish. Pradhan, Mahila Mandal along with a good number of women also participated in the meeting. 23 hect. of private land in village Parlog is under acquisition for the purpose of job facility. Acquisition process has reached up to section –VII. Videography of structures before the construction activities in this village is under progress. The SJVN Officials explained to them about the objective of the videography, i.e., to ascertain the impacts/damages of blasting on their houses during construction phase and to determine compensation accordingly. Issues relating to employment during construction, deployment of their vehicles in the project, provision of drinking water, possibility of realignment of paths/roads through their land etc, were some of the major issues discussed during the meeting. The project authorities clarified all their queries to their satisfaction. The villagers are very keen to see the project come up in their locality and assured all co-operation to the project authority. Meeting ended with project Officials assuring them of many more such interactions with them in future.

HOP, LHEP holds Public Consultation Meeting in Village Lunsu
Sh. S.K. Sharma, AGM (Civil) after assuming the charge of HOP of Luhri Hydro Electric Project in August, 2010 held his 1st public consultation meeting in village Lunsu under Chebri panchyat in Shimla district. He was accompanied by Sr. Officers, such as, AGM (P&A), Sr. Manager (PP&M), Manager (Infra) and Manager (P&A). Lunsu is the village opposite proposed Power House site of the project where 08-21-55 hect. of private land for colony, office & approach road is under acquisition. Objective of the meeting was primarily to make the concerned stakeholder aware of the progress of land acquisition process in that area. On the request of the villagers another meeting by the HOP was held on 11.01.2011. He explained in detail the Rehabilitation & Resettlement Policy of SJVN for the project affected persons including Community Development Programmes in that area. The villagers also put - forth their expectations from the project, such as, generation of employment opportunities, petty contract and deployment of vehicles etc. during the construction phase. The delegation of the villagers was lead by Sh. I.R. Sharma, Panchyat Pradhan with a large number of women participants. The meeting was held in very co-cordial atmosphere with assurance of villagers of full co-operation for the project.
